Privacy, Disability, and Employment: Navigating the Crossroads with Purpose<\/strong><\/h1>\r\n

It has taken over two years to bring this book to life\u2014but it is finally here. The Crossroads: Privacy, Disability and Employment<\/em> is not just a book. It\u2019s a practical guide<\/strong> to navigating one of the most complex intersections in today\u2019s professional landscape: where human dignity<\/strong>, technological advancement<\/strong>, and regulatory responsibility<\/strong> meet.<\/p>\r\n

This journey has been long, but never solitary. I am profoundly grateful to Leonardo Cervera Navas<\/strong>, who wrote the preface and stood by me throughout this process. Leonardo is, without doubt, one of the most insightful minds on data protection in Europe today. A senior figure in the European Commission, recipient of the Barbara Wellbery award, a Duke University fellow, and the author of both legal and historical works, he brings not only experience but also conscious leadership<\/strong> to this field. His support has been both intellectual and human\u2014and I thank him deeply.<\/p>\r\n

\r\n

Technology as an Equalizer\u2014And a Risk<\/strong><\/h2>\r\n

This post belongs in the technology<\/strong> section of my blog for a reason. I believe technology holds enormous potential as a force for inclusion<\/strong>\u2014especially for people with disabilities in the workforce. But as with all powerful tools, it comes with responsibility.<\/p>\r\n

Technology, when used indiscriminately<\/strong>, can deepen divides rather than bridge them. We risk widening the digital gap<\/strong> and increasing the exclusion of those already marginalized. In a truly democratic society, that is unacceptable.<\/p>\r\n

Inclusion must be intentional.<\/strong> The most vulnerable cannot be left behind.<\/p>\r\n

\r\n

Interdisciplinary Thinking: A New Kind of Expertise<\/strong><\/h2>\r\n

The Crossroads<\/em> embraces an interdisciplinary approach<\/strong>\u2014one increasingly necessary in our complex, connected world. Take the gaming industry: creating a successful video game today often requires historical accuracy, cinematic visuals, ethical storytelling, and advanced programming. This convergence of fields is a metaphor for how innovation now works\u2014not in silos, but in symphony<\/strong>.<\/p>\r\n

Similarly, the recruitment and employment of people with disabilities requires understanding of:<\/p>\r\n

    The Crossroads<\/em> touches upon all of these\u2014and more\u2014offering readers clear explanations<\/strong>, practical tools<\/strong>, and plain-language summaries<\/strong> of key court rulings. You don\u2019t have to be a lawyer to understand the evolution of legal protections in this field. That\u2019s by design.<\/p>\r\n

    \r\n

    Privacy Is Not a Preference. It\u2019s a Right.<\/strong><\/h2>\r\n

    As the book states:<\/p>\r\n

    \r\n

    “Privacy is a fundamental right, which needs to be protected. All data concerning the disability of a person are considered sensitive data and must be awarded the highest level of protection.”<\/em><\/p>\r\n<\/blockquote>\r\n

    These are not just words. They reflect the core values of the European Union<\/strong>\u2014privacy, dignity, equality, and non-discrimination\u2014enshrined in the Treaties, the Charter of Fundamental Rights, and in secondary legislation.<\/p>\r\n

    Yet today, more than 15% of the EU\u2019s potential workforce<\/strong> lives with some form of disability. Shockingly, half of them remain unemployed<\/strong>. That is both a social failure and an economic loss.<\/p>\r\n

    We must do better\u2014and that begins with protecting the rights and data<\/strong> of those most vulnerable.<\/p>\r\n

    \r\n

    A Practical Manual for a Shared Mission<\/strong><\/h2>\r\n

    The Crossroads<\/em> is designed as a driving manual<\/strong> for disability organizations, HR professionals, and policymakers. It provides:<\/p>\r\n

      Direct references to the General Data Protection Regulation (GDPR)<\/strong> and related EU laws<\/p>\r\n<\/li>\r\n

    • \r\n

      Contextualized insights on how to apply those laws in real-world settings<\/p>\r\n<\/li>\r\n

      A framework to embrace technology without compromising privacy<\/strong><\/p>\r\n<\/li>\r\n<\/ul>\r\n

      We also highlight an urgent gap: the shortage of qualified Data Protection Officers (DPOs)<\/strong>\u2014especially in the third sector<\/strong>, where these roles are often outsourced to firms unfamiliar with the specific needs of NGOs, associations, and foundations. This leads to a \u201ccheck-the-box\u201d compliance model that fails to protect people<\/strong>.<\/p>\r\n

      \r\n

      Towards a European Code of Conduct<\/strong><\/h2>\r\n

      Among the key proposals in the book is a call for the creation of a European Code of Conduct<\/strong>, developed in collaboration with the European Disability Forum (EDF)<\/strong>. This would be a \u201csoft law\u201d instrument\u2014a voluntary but influential standard\u2014to guide organizations in handling disability-related data ethically and effectively.<\/p>\r\n

      \r\n

      A Book with a Soul<\/strong><\/h2>\r\n

      The cover of The Crossroads<\/em> features children playing, a symbol of hope, possibility, and the shrinking distances between us<\/strong>\u2014thanks to technology and shared values. I am thankful to the publishing house for agreeing to a fair pricing policy<\/strong>, so the book can reach the widest possible audience.<\/p>\r\n

      As an \u201cactibilitist\u201d<\/strong>\u2014an activist for the rights of persons with disabilities\u2014I am proud of this work. But more than pride, I feel responsibility. I hope it will serve our sister organizations across Europe and beyond.<\/p>\r\n

      And I hope it brings you new insights, a fresh perspective, and perhaps\u2014just perhaps\u2014a little inspiration.<\/p>\r\n

      Because leadership means showing the way\u2014especially at the crossroads.<\/h2>\r\n
